Ethiopia may be the best bet for the missing Hartnell episodes from the first two seasons of Doctor Who.
According to the Molesworth article from the RT website, Ethiopia purchased 'The Crusade' and 'The Reign of Terror' at the same time 10/71. This is quite late. At a guess, Ethiopia may also have been late in purchasing 'Marco Polo'.
There is information on the order in which 'The Crusade' was shown on this website:

The relevant information is shown below. It indicates that Ethiopia may have been the last place in Africa (and the world) to receive 'The Crusade'. The same might be true for the other two early Hartnell stories. Incidentally, these were the only three Doctor Who stories with missing episodes purchased by Ethiopia (as far as we know).

The Crusade was sold to at least 12 countries between 1966 and 1971. All of the countries listed here purchased the rights to screen The Crusade and received 16mm film prints of the story's four episodes. The date refers to when the story was purchased. It is not known which of these countries actually transmitted the story, apart from Australia (which did) and New Zealand (which didn't):

Gibraltar - May 1966
Singapore - May 1966
Nigeria - July 1966
Zambia - October 1966
Sierra Leone - 1967
Barbados - June 1967
New Zealand - September 1967
Mauritius - November 1967
Jamaica - April 1969
Ethiopia - October 1971

Australia was the earliest, and Ethiopia is believed to have been the last. Some countries, like Australia, would have received newly struck 16mm prints; others would have received films sent on from prior broadcasters (a system often referred to as 'bicycling').
